The Senior Manager, State Legislative Affairs provides issue support in the department’s mission of addressing state legislative issues. The Senior Manager is also the central point of contact for association members on legislative tracking activities in all fifty states. This position requires considerable substantive participation in department projects and initiatives. In addition, the Senior Manager is responsible for managing sustainability, vendor contracting and certain tax and fee issues.
ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING (OTHER DUTIES MAY BE ASSIGNED):
Work closely with the Department Senior Vice President, Vice President, AVP and Directors in the development and analysis of information
Coordinate with all CTIA policy departments to keep the members apprised of CTIA policy activities;
Analyze, track, and report state legislation to ESA staff and CTIA members
Draft letters, policy papers, and presentations, including letters and presentations for ESA leadership
Participate in regional and state conference calls
Keep policy information current and available for members as they request
Manage and maintain departmental website for members
Manage ad hoc projects

KNOWLEDGE: •Knowledge of state legislative process, tracking, and reporting. •Familiarity with the wireless industry and key policy issues desired. •Public speaking and presentation skills preferred. •Good writing skills required. •Strong interpersonal skills and the ability to work with large, dynamic groups representing association membership. •Organization and ability to produce extensive material and reports within a short time frame. •Motivated, be hard working, and open to travel and work long hours.
COMPUTER SKILLS: Experience with Excel and PowerPoint required.
EDUCATION AND/OR EXPERIENCE: A four-year degree and 3-7 years of state legislative experience required. Issue management experience preferred.
LANGUAGE SKILLS: Detail-oriented with knowledge of grammar and punctuation. Proficiency in proofreading skills and strong communication skills are required.
